بعد العديد من المطالبات والكثير من النقاش منذ أحداث 11 سبتمبر (ايلول) 2001، حسمت هيئة "كبار العلماء"، أعلى سلطة دينية في السعودية، واحدة من أكثر القضايا إثارة للجدل في مكافحة الإرهاب، بإصدارها تعريفا "وصفيا" للإرهاب وتجريمه بناء على "التعريف" الذي قدمته في فتوى "مهمة وغير مسبوقة

The Council of Senior Ulema in Saudi Arabia defines terrorism and makes it illegal in a historic fatwa

After a number of appeals and a lot of debate since the events of September 11 2001, the Council of Senior Ulema, the highest religious authority in Saudi Arabia, settled one of the legal questions most arousing debate in the struggle against terrorism, in its pronouncement defining a "description" for terrorism and its criminalization based on the definition which it presented in an "important and unprecedented" fatwa.
